Job Summary
- The Regional Program Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.
- UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.
Key responsibilities of CTG Jobs in Multi Location, (MIS Assistant):
- The fall of the government in the August 2021 event has led to a decline in human rights especially for women and girls. The international community also stopped much needed aid affecting public expenditure and socio-economic activities triggering a dire need for humanitarian and basic human needs assistance. Climate change, natural disasters, and forced returnees from Pakistan have also increased the needs for humanitarian assistance and basic human services.
- The recent repatriation of Afghans from Pakistan is exerting significant socio-economic pressure on communities in Afghanistan. Approximately 557,300 have already been returned between Sept 15, 2023, till April 20, 2024, with another approximately 900,000 estimated by the UN to return by the end of the year 2024. Out of the already
- returned, 180,000 have settled in the Eastern region of Afghanistan. Returns are causing resource strain, livelihoods and employment challenges, burdening already weak essential public services delivery system, and could potentially destabilize communities, diminish social cohesion, and create market imbalance and inflation risks.
- ILO, IOM, FAO, UNDP, UNFPA, UNHCR, UNMAS, UNWOMEN, and UN-Habitat are well positioned to lead coordinated international and local efforts, focusing on moving beyond meeting immediate needs towards investment in sustainable solutions for returnees and internally displaced people (IDPs) through mid- to long-term socio-economic stability for communities in areas of return. Six of these agencies are core members of the Eastern Region Durable Solutions Working Group (ER-DSWG) who, with support from the National DSWG have led the development process for this Joint Programme proposal.
- The primary objective of this initiative is to create enabling conditions for high acceptance of returnees by the local communities, by enhancing the absorption capacity to mitigate burden of return on local services, resources and markets, and by promoting social cohesion, two primary prerequisites to facilitate lasting reintegration of returnees in the areas of return (AoR).
- The proposed Special Trust Fund for Afghanistan (STFA) allocation will be used to operationalize the Durable Solutions strategy for addressing the current IDPs and returnee crisis through area-based and community-centric programming, integrating support for returnees, displaced people, and host communities. This approach will include community development planning sensitive to impacts of displacement and return, focusing on strengthening resource and service availability, building resilient livelihoods and robust local markets capacity, social cohesion, overcoming gendered disempowerment, and managing market dynamics.
- Collaborative analysis by UN agencies and other partners will guide targeted programming in high-need areas, mainstreaming displacement/return responsive approaches across area-based programmes in all provinces. The strategy aims to tackle gendered disempowerment by integrating women's economic empowerment, financial inclusion, and decision-making roles, creating allyship among displaced, returnee, and local women. Economic empowerment and local enterprise development indirectly address market imbalances and inflation risks, stabilizing local economies.
- This proposal is an integral component of STFA overarching program for the Eastern region, enhancing and expanding upon the existing initiatives rather than operating as a standalone project. The focus of this proposal is on Mehtarlam district in Laghman province and Surkhrod district in Nangarhar province. PUNOs have a longstanding presence in the eastern region, including in these areas, providing crucial support to communities. With the additional influx of returnees, forcibly returned from Pakistan, it is imperative to not only sustain the achievements made through the assistance previously offered, but also to augment our efforts to meet the emerging needs that are directly resulting from the additional burden returns have placed on already meagre resources and public services as well as on the limited market opportunities.
Job Requirment
- The MISAssistant will report directly to the Provincial Team Leader under the overall supervision of the National Program Manager.
- Responsibilities
- Train the surveyors to collect accurate data through the specified application and devices .
- Collection and compiling the survey data inserting in the system
- Data Entry & keep track of filing documents (Questionnaires forms, Block Granted Sub-projects’ proposal and etc).
- Update and maintenance the MIS database regularly
- Collect, compilation, check and clean data at provincial level
- Analysis of data, as well as processing it as needed.
- Develop formats for monitoring and evaluation of activities in all sections at the community level.
- Contribute to planning exercise within the office, including the development of success indicators for monitoring and evaluation.
- Collection and presentation of qualitative and quantitative information about ongoing field activities according to the reporting guidelines.
- Able to work with technology such as android devices and tablets
- Analyzing, cleaning and organizing the collected data.
- Bing able to work with database management system.
- Closely working with GIS Assistant in sharing information for GIS map development.
- Any other tasked assigned by the team leader
- Qualifications & Experience
- A High School certificate with 3 years of relevant work experience bachelor’s degree with 3 years of relevant work experience
- At least 3 years’ experience of working with community organizations in implementing development projects at the local level is required.
- Proficiency in the use of computer packages and internet for project work, data collection, checking compiling and cleaning , MIS skills is required.
- Knowledge and experience of the concept, formulation and role of LICs and community-based Organizations an asset.
- Language
- Clearly Written and spoken of Local Languages, English Language is preferable
