Rural Rehabilitation Association for Afghanistan (RRAA) is a non-profit, non-governmental, and non-political NGO established in 1990. The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner In 1990 NPO was officially recognized as non-profit, non-political and non-governmental organization and registered with Pakistan authorities as an independent NGO. At this stage the position of Norwegian Embassy also changed from supervisory to an advisory role including provision of capacity building at individual and organizational levels. Beside continuation of financial support from Norwegian embassy NPO was able to raise fund from other international organizations like UNHCR, NRC/NCA and CWS. In 1993 the organization decided to shift parts of its activities inside Afghanistan by establishing four regional offices in the north, south, east and west of the country, while the head office of the organization was in Pakistan. In order to take active part in rehabilitation and reconstruction of the country the organization was involved in implementation of projects and program in health, agriculture, income generation, construction or rehabilitation of roads, construction and rehabilitation of irrigation structures and provision of safe and clean drinking water.

Job Summary

• Raise awareness regarding the purpose of water resource and irrigation related works at community level by disseminating information through locally relevant communication channels such as mosques, village meetings, NGOs as well as broadcast and print media.
• Identify primary and secondary stakeholders at the local level in consultation with village leadership and conduct meetings with the stakeholders’ representatives.
• Provide support to the project manager on issues related to environmental and social safeguards.
• Seek the opinions of the beneficiaries on proposed activities; and involve them in planning, design, implementation, supervision, and monitoring of the proposed activities.
• Prepare site-specific Environmental and Social Management Plan (ESMP) at every stage via Survey, design, construction, and O&M of the irrigation schemes, flood protection works, watershed management, and rainwater harvesting works.
• Provide priority to seek the views of the most disadvantaged and marginalized groups. Encourage enhanced participation of women (especially female-headed households), landless, disabled, and elderly people. Incorporate their ideas in the design of the social structures etc.
• Carry out joint diagnostic walkthroughs with the community, and technical staff for the identification of the maintenance needs as well as institutional and agricultural problems associated with the proposed activities at the farm, tertiary, branch, and main canal levels.
• Facilitate negotiations within the community regarding the cost-sharing (cash/kind/labor) as well as roles and responsibilities on the part of both entities and prepare the Memorandum of Agreement (MOA) between them.

The Environment & Social Safeguards Officer will have responsibilities that include:

• Initiate the formation of the Irrigation Associations (IAs) in the applicable areas conducting the general assembly meetings with the wider participation of the works beneficiaries.
• Help in identifying alternative livelihood options for the landless and marginalized farmers and oversee the implementation of such livelihood enhancement programs.
• Mediate for dispute resolution among the community as well as between the community and the contractor during the implementation of the work.
• Contribute to the periodic reporting.
• Perform any other duties as required

Job Requirment

• University degree (Bachelor) in Sociology, Environmental Agriculture science, or related field.
• A minimum of three (2-3) years of professional experience in environmental and social management for water and irrigation related engineering works.
• Working knowledge (level C) of English and the local languages (Pashto and/or Dari).
• National of Afghanistan.
• Proven ability to prepare Environmental and Social Management plans in line with the Environmental and Social Management Framework.
• Knowledge of the Environmental Code of Practice (ECoP) in the development works.
• The incumbent must have the ability to build effective working relationships with national and international colleagues, with different cultural and technical background.
• Proven ability to plan, work, and deliver agreed deadlines.
• Demonstrated interpersonal skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively
• Good knowledge of the MS Office package, Internet, etc.
