The International Committee of the Red Cross (ICRC; French: Comité international de la Croix-Rouge) is a humanitarian organization based in Geneva, Switzerland, and a three-time Nobel Prize Laureate. State parties (signatories) to the Geneva Convention of 1949 and its Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts. Such victims include war wounded persons, prisoners, refugees, civilians, and other non-combatants.
The ICRC is part of the International Red Cross and Red Crescent Movement, along with the International Federation of Red Cross and Red Crescent Societies (IFRC) and 192 National Societies. It is the oldest and most honoured organization within the movement and one of the most widely recognized organizations in the world, having won three Nobel Peace Prizes (in 1917, 1944, and 1963).
The ICRC is a neutral, impartial and independent organization. Its exclusive humanitarian mission is to protect the lives and dignity of victims of armed conflicts and other situations of violence and to provide them with assistance. The ICRC endeavors to alleviate suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

Key responsibilities of Fleet Administrator:
Key Accountabilities & Operational Responsibilities:
- Fleet Data & Analytical Reporting: Maintain precise, up-to-date fleet database records using specialized platforms (Fleetwave, Speedcast/VGS, and Vega). Generate recurring and ad-hoc analytical reports, verify data entry accuracy across fleet users, and provide key performance data to the Vehicle Fleet Manager (VFM) to guide operational decisions.
- Administrative & Executive Support: Independently manage complex secretarial duties, draft correspondence, build timelines/charts, manage driver/accident files, and arrange logistics for meetings, workshops, and trainings. Handle technical set-ups for video conferences and coordinate with internal/external service providers while adhering to organizational information management protocols.
- Vehicle Documentation & Regulatory Compliance: Monitor expiration dates for vehicle registrations and permit cards, coordinating directly with the Traffic Department and the Ministry of Interior (MoI) for timely renewals. Maintain asset registration in FWC, track base changes, prepare documentation for auctions/donations, and process yearly vehicle/generator orders ex-Geneva.
- Fuel Operations & Quality Control: Track and analyze fuel consumption trends for vehicles and generators across Afghanistan, flagging any usage outside set thresholds. Validate bulk fuel delivery paperwork, perform physical fuel dipstick tests (such as for Kabul PRC/Log Center tanks), record fuel transactions in FWC, cross-check Vega platform data, and oversee fuel counter calibrations.
- Logistical & Inventory Support: Assist fleet personnel in daily administrative tasks, including processing orders for spare parts, tires, lubricants, and tools, as well as tracking and following up on department invoices and yearly fleet budget data.
Job Requirment
Qualifications & Experience Requirements:
- Educational Background: Bachelor’s degree or equivalent technical/professional training.
- Professional Experience:
- Minimum of 3 to 5 years of hands-on secretarial or administrative experience within fleet management, logistics administration, transport operations, or automotive workshop environments.
- Practical familiarity with vehicle registration procedures and official interactions with local traffic authorities is considered a strong asset.
- Technical & Computer Skills: Excellent computer literacy, including strong proficiency in Microsoft Office Suite, SharePoint, and a working understanding of AI tools.
- Language & Driving Credentials:
- Full fluency (written and spoken) in English, Dari, and Pashto.
- Possession of a valid Category B driving license is an asset.
- Contextual Knowledge: Deep understanding of the local socio-cultural dynamics, political context, and operational norms within the assignment region.
