The International Organization for Migration (IOM), or as it was first known, the Provisional Intergovernmental Committee for the Movement of Migrants from Europe (PICMME), was born in 1951 out of the chaos and displacement of Western Europe following the Second World War. Job Summary

• Contribute to lead the shelter team nationwide consisting of civil engineers and architects, provide guidance and monitor and document the implementation of project activities done (plan of action activities, contracts, financial expenditures, and project documentation).
• Maintain compliance with the shelter strategy, tools, handbooks, guidelines and minimum applicable standards and defined criteria, and undertake technical responsibility for the quality control and monitoring of project activities.
• Oversee the design and modification of shelter response, including short term rental assistance and long-term transitional shelter layout according to vernacular architecture and local best practices in Afghanistan, and ensure designs are in line and consultation with all affected population gender and vulnerabilities
• Conduct field missions, shelter activities monitoring, and provide technical support to the shelter team.
• Oversee data collection, mapping and analysis of shelter data assessment and implementation and ensure implementation does not conflict with natural hazards and risks in the implementation area
• Prepare reports on weekly, monthly basis or as required, and provide technical inputs for donor reporting.

The IOM Jobs in Kabul, (Senior Program Associate) will have responsibilities that include:

• Collaborate and closely coordinate with stakeholders such as the shelter cluster, communities, partners and Govt line department to facilitate the implementation of shelter programming
• Support the Programme Coordinator on shelter project management and implementation, and prioritize activities including risk monitoring, HR, Finance, Logistics and coordination.
• Identify shelter and settlement planning needs of the IDPs, returnees and host’ families in communities through needs assessment using standard tools and methodology used by program.
• Prepare workplans for all shelter activities in the assigned communities in consultation with the shelter team and review it periodically in order to keep track of the progress contributing to the timely completion of all shelter interventions.
• Coordinate joint interventions between Shelter, WASH and Infrastructure for a smooth implementation of area-based approaches.
• Monitor the shelter construction/repair activities within target communities through regular site visits and spot checks as well as providing technical support to the selected beneficiaries during construction.
• Coordinate post distribution monitoring activities with M&E, analyze findings and develop Shelter programme activities accordingly.
• Perform any other duties as may be assigned.

Job Requirment

•  Education
• University degree bachelor’s in architecture or civil engineering from a recognized university with five years of experience.
•  or
• High School diploma with seven years of relevant professional experience.
• Experience
• At least 5 years of work experience in construction particularly in community-based projects in challenging environments preferably with UN, International NGOs, and National NGOs.
• At least 3 years of work experience in supervising shelter project implementation and project management skills.
• Experience with field level coordination with national/international organizations.
• Experience in managing a team.
• Experience from working within technical expertise area in a humanitarian/ recovery context.
• Knowledge of shelter guidelines, standards, and indicators.
• Experience in working with IDPs and returnees.
• Previous experience of working in complex contexts.
• Ability to work effectively and harmoniously in a team and in the inter-agency context with colleagues from varied cultures and professional backgrounds.
• Demonstrated gender awareness and gender sensitivity.
• Knowledge of shelter guidelines, standards, and indicators.
• SKILLS
• Knowledge of cash-based interventions and market-based programs.
• Ability to conduct cost estimations, develop bill of quantities, and perform market surveys.
• Ability to prepare and develop status reports as required by management.
• Ability to use Ms Office, and AutoCAD.
• GIS analysis and the ability to use GIS software is an asset
• Languages
• For this position, fluency in English is required (oral and written).
• Working knowledge of Pashto or Dari is required.
