The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. More than half the population of Afghanistan – a record 22.8 million people – will face acute food insecurity in 2022. The combined effects of drought, conflict, COVID-19, and the economic crisis, have severely affected lives, World Food Programme livelihoods, and people’s access to food. The team of 600 staff, 550 of which are Afghan nationals are working tireless to bring emergency food and nutrition assistance to the millions of people suffering across the country. The assistance provided by WFP includes emergency food assistance, school meals, nutrition programmes and important self-reliance and resilience programmes. The packet of support can include food, cash, or vouchers. In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020. in addition.

Job Summary

Job Purpose:

To provide support to policy and programme activities that effectively meet food assistance needs.

The Programme Policy Officer (Head of Satellite Office) Job at UN-WFP in Bamyan will have responsibilities that include:

Manage the Satellite Office and plan field operations within the area of assignment to ensure effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses or delays.
Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Area/Country Office.
Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
Help ensure that WFP security and safety standards are locally set and followed.
Ensure extensive and frequent presence at project areas, distribution sites and centres.
Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery. Engage with local and provincial de facto authorities, as may be appropriate.
Build partnerships to improve assistance packages, develop and sustain liaison with local authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners engaged in food security.
Support the capacity building of cooperating partners (CPs), Third Party Monitors (TPMs), and any other partners to prepare for and respond to food assistance needs, acting as a point of referral and supporting them with analysis and queries.
Perform other duties as required.

Job Requirment

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance,
Or First University Degree with additional two years of most related professional work experience .

Experience:

At least 3 years of professional experience in relevant fields.

Desired Experiences and skills:

Experience working in field operations, preferably in a hardship duty station or emergency situation.
Experience in engaging with local authorities and communities on issues related to humanitarian assistance activities including access, targeting, and implementation.
Experience of working in sensitive political environments and analysing local political situations/ assessing risk accurately.
Experience managing small teams, financial budgets, and balancing priorities effectively.
