Job Summary
- The Prevention of Sexual Exploitation and Abuse (PSEA) Officer is responsible for coordinating the PSEA program. This includes quality control, reporting, analysis, and policy setting as well as overseeing and supporting the collective PSEA activities. The objective of this role is to prevent sexual exploitation and abuse in all parts of the program operations and support and train staff on PSEA and code of conduct. PSEA specialists are likely to focus on one or more specific areas of PSEA e.g. strengthening of safe PSEA procedures, complaint and feedback mechanism, raising awareness on key PSEA messages, support senior leadership in developing and implementing an in-country PSEA strategy, conduct PSEA risk assessments, and ensure that the implementation of the PSEA work plan is informed by community participation, contextually and culturally appropriate, and based on the community’s needs. The incumbent shall perform under the direct supervision of Project Manager and work in close collaboration with the project team.

The PSEA Officer - Khawst will have responsibilities that include:
- Support the implementation of the PSEA and Gender policies within the organization
- Support documentation of best PSEA practices and lessons learnt in ECW, for onwards dissemination;
- Act as a liaison within the UN/UN-WFP and maintain close relationship with PSEA focal points and relevant government partners;
- Advise on any PSEA-related issues that require immediate action and advocacy;
- Keep the ECW management updated on PSEA developments and make appropriate recommendations on enhancing prevention strategies;
- Implement SEA prevention, risk mitigation, and response measures.
- Create a PSEA network and represent this.
- Support the network to develop a collective communication strategy to raise awareness on key PSEA messages.
- Support organizations to follow good practices in PSEA implementation toward collective achievements.
- Support the PSEA networks to hold inter-agency trainings on good practices.
- Establish a Code of Conduct and Whistleblowing Policy that clearly prohibits SEA.
- Demonstrated analytical planning, and monitoring Skill for the gender related issues.
- Review project gender equality outcome results achievements against indicator targets with a view to strengthening reporting, planning, implementation as well as decision-making.
- Keep up to date project gender related data and reports for reference by the program team as well as other stakeholders.
- Establish and/or strengthen internal investigation protocols.
- Engage and coordinate with clusters/sectors to ensure PSEA mainstreaming.
- Support the organization and/or network to draft Standard Operating Procedures (SOPs).
- Regularly report to senior leadership on developments and challenges in PSEA in-country to ensure continued engagement and address gaps in PSEA implementation.
- Collect and analyse inputs of PSEA Focal Points.
- Perform other related duties as required.
- Gender Development:
- Respond to requests and provide advice, assistance and solutions to project staff related to gender equality and women’s empowerment both in development and humanitarian contexts;
- Coordinate capacity development activities involving knowledge sharing, organization of training workshops, awareness raising, seminars and meetings as well as the development of related materials and on-line tools and information kits on the gender and gender related developments;
- In close collaboration with Program Manager, develop training materials, provide training and coaching on gender aspects to project staff, partners and volunteers
- • Help and support practices and actions to promote gender equality and the protection, empowerment and voice of women and girls, such as considering gender composition of beneficiaries, supporting capacity development of women, training, and orientation;
- Initiate and lead gender analysis and assessments to generate regional-specific evidence on gender and other social aspects of technical areas under the ECW mandate and subsequently identify good practices in ECW’s work and widely disseminate/promote these within the organization;
- Assist the Project Managers to develop and improve gender inclusion and awareness and activities including improvement of women and youth conditions and options for participation;
- Directly supervise and guide inclusion of gender surveys and activities across the program me portfolio by providing training and supervision for field staff in data collection and analysis, and in particular the training on improved practices using available and improved food sources. This will include the measurement of women’s involvement in these activities as a specific target group of beneficiaries;
- Monitor and oversee regularly the activities implemented focusing on women and men in targeted communities, making sure equal access of both men and women, prepare report, including recommendations for remedial actions as necessary and share findings with Program Manager;
- Prepare technical and other reports, monthly or as required, and maintain gender-segregated data;
- Engage with local service providers and supervise the gender related components of service contracts, service providers and beneficiaries;
- Perform any other related duties as required.
- Project Accountability:
- Setup complaint feedback mechanism and timely respond the beneficiaries’ complaints
- Organize ECW management feedback meetings on regular basis on the emergence SEA cases
- Maintain record of the PSEA cases
