CP Officer – Case Management/MHPSS has the responsibility for providing support to the team, specifically within the case management activities (to be carried out with high quality, in a timely manner and with accurate support to the caseworkers on the case management steps and best practices) and MHPSS counselling in their provincial location for specific project/s.
Mainly s/he will be responsible for supervising the case workers working on the case management activities in their respective locations, support them on the implementation of the project by providing technical support to ensure child protection of the children in the project location; ensure the provision of quality mentoring, coaching, and supervision of caseworkers for quality case management delivery ; lead on case management meetings within the project team and with the other case management teams in the provincial location; supervise and participate in case conferences and case reviews, coordinate with relevant stakeholders involved in case management.
CP Officer – Case Management/MHPSS will ensure that case management and MHPSS counselling activities are consistent with SCI’s programming principles and approaches as well as with Global child protection standards & principles, draw on relevant best practices and lessons learned, to enable children to attain their rights and are compliant with donor regulations.
The CP Officer – Case Management/MHPSS will support referrals for and reporting on cases in line with confidentiality and need to know principles, and in line with principles on the best interest of children.

Role Dimensions: Working with CP Technical Advisor and MHPSS TA/SPECIALIST in rolling out tools and guidance to support the project.
Key Area 1: Supervision and management of child protection case management and MHPSS counselling services
• Supervise and coach Case Workers on the identification, assessment, documentation, case planning, service provision and referral (to relevant services) and follow-up of at-risk children and families.
• Ensure case management and MHPSS counselling services are provided in line with the Inter-Agency Case management and MHPSS counselling Guidelines and other applicable Guidelines.
• Ensure appropriate support or referrals are provided to children identified by or referred to Save the Children (such as alternative care arrangements for Unaccompanied and Separated Children (UASC)).
• Develop performance objectives with all Case Workers and provide regular feedback, one-to-one meetings and performance reviews.
• Provide technical support to Case Workers on complex child protection cases.
• Facilitate weekly case management and MHPSS counselling meetings with all case workers and MHPSS counsellors under direct supervision.
• Facilitate monthly case management and MHPSS counselling meetings with all case workers and MHPSS counsellors in the provincial locations and with all case workers to share best practices, challenges and lessons learned.
• Review the case planning and follow up of cases, and ensure all cases are managed within acceptable timeframes based on case prioritisation criteria.
• Support the Child Protection Coordinators and Child Protection Provincial Lead in the ongoing capacity building of Case Workers
• Identify training needs, develop and roll-out capacity building plan on child protection case management to Staff and community based volunteers to carry out quality child protection programming.
• Proactively flag and report capacity-building needs and gaps to the Case Management Specialist and Child Protection Technical Advisor for support on tools and best practices
• Identify learning and training opportunities for Save the children staff in the province of activity on child protection
• Share information on field-level successes and challenges at Provincial level with the Child Protection Coordinators and Child Protection Provincial lead, and if need be at Country Office level, with the Child Protection Technical Advisor.
• Ensure that major challenges are flagged early, and addressed in an appropriate way.
Key Area 2: External and internal coordination and representation
– Support on and keep up-to-date a map of existing services to which children and families can be referred to. Build collaborative relationships with organisation and service providers at the field level and support Case Workers to ensure effective referrals and collaboration.
– Work in close collaboration with the community mobilisers to strengthen our relationship with the community and to strengthen the referral system.
– Work with the child protection team to ensure close links between case management and our work with Community Based Child Protection Networks and in CFS
– Ensure internal referral mechanisms (with other sectors, especially Health, Nutrition, Education and Food Security & Livelihoods) are in place and cases are appropriately managed and followed up when referred
– Coordinate with other agencies offering case management services to children on referral and transfer of cases
– Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families.
Key Area 3: Data management and data protection principles
– Ensure that Case Workers respect confidentiality and follow ethical guidelines
– Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure Case Workers adhere to SCI’s Information Sharing and Data Protection Protocol
– Support the implementation of the Inter-Agency Child Protection Information Management System
– Ensure the case management and MHPSS counselling tracker is kept up-to-date
– Ensure accurate case files are completed and that case management and MHPSS counselling forms are utilised appropriately
– Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation and learning systems for child protection interventions, ensure links to report requirements.

– Be able and willing to respond to natural disasters or emergency situations in Afghanistan, when needed and any other task assigned by Supervisor.

Requirements
• Bachelor’s degree in Law or Social science or any other related field.
EXPERIENCE AND SKILLS
• At least 3 years’ experience in the field of child protection, preferably with NGOs, INGOs, or UN
• Experience working with vulnerable and at-risk groups: specifically with children
• Has vast child protection interagency case management knowledge / experience : demonstrated with case management trainings, case management supervision trainings/experience and experience managing child protection cases
• Experience in managing field staff: coaching, mentoring
• Experience in providing/ facilitating trainings and meetings
• Has good knowledge of indicators for and the consequences of abuse, exploitation and violence on children.
• Is able to present child protection concerns verbally and in writing, in line with confidentiality principles, to caseworkers and to senior staff.
• Has good knowledge of the principles and approaches to child protection programming.
• Understands specific legal standards and policies which provide special measures of protection for children in emergencies.
