After more than 40 years of conflict, Afghanistan remains one of the world’s most complex humanitarian crises, characterised by both urgent and chronic needs. In 2021, the conflict intensified with violence that heavily affected the Afghan population. The IEA (Islamic Emirate of Afghanistan) takeover on August 15th 2021 was a major turning point for the country, with increasing humanitarian challenges.

Job Summary

    • The main areas of accountability and responsibility of this post is to implement the livelihood and FSL component of PU-AMI grant CDCs in Kabul province.
    •  .Support lead the FSL Assistants to verified and selected households with SAM from Nutrition program and deliver the MPCA or cash for food.
    •  .Coordinate the project activities with different stakholders in the province.
    •  .Support and develop the capacity project staff in order to esure smooth project implémentation.
    •  .In support from other project staff, finalize the project locations and project bénéficiaires targeting strategy and criteria
    •   Have the ability of site selection and community mapping to set up community committee/empower the village committee.
    •  Have the ability and knowledge on cash based programing and intervention for food security and livelihood.
    •  .Support cash transferring program and cash distribution in the field for the targeted beneficiaries in the area.
    •  Support PUI procurement team in procurement of required goods that will be distributed to selected beneficiaries.
    •  Lead and take part in the process of beneficiary identification and registration.
    •   Training of HH's receiving Cash Assistance on the importance of using cash assistance to purchase nutritious food and other essential items.
    •  .Conduct beneficiary selection, verification and registration.

The Senior FSL Officer -(Kabul) will have responsibilities that include:

    • Support implementation of project baseline, PDM, and final evaluation.
    •  Collaborate with project team and MEAL staff to design strategy and project implementation plans - including all technical specifications.
    •  .Develop project weekly and monthly narrative reports and submit them to field Coordinator timely.
    •  .Assist joint monitoring visits with the government officials (Provincial relevant authorities) to the project sites.
    •  .Establish positive working relationships with local communities, provincial/district government official and other stakeholders.
    • The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

Job Requirment

    • Education Background: University degree in social science, business administration or any other relevant technical credential
    • EXPERIENCE AND SKILLS
    • Strong expertise in livelihood programming through integrated approaches.
    • At least one years of work experience in the implementation of FSL and livelihood programs/projects preferably with International NGOs
    • Exellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation;
    • Ability to deal with stress and tight deadlines.
    • Languages: Fluency in written and spoken Dari, Pashto and English
    • Computer skills:  proficiency especially related to professional office packages (Microsoft office) and Kobo toolbox
    • Experience in working in complex and volatile environments (field experience).
