Job Summary

    Reporting directly to the MEAL manager, the Senior M&E Coordinator leads the M&E team (M&E Coordinator, Officers etc). The Sr. M&E Coordinator collaborates and work closely with the MIS coordinator, head of program implementation, program coordinators, reporting coordinators, area managers, and management for internal and external project reporting, project monitoring, result measurement, program quality, data quality assurance, learning, and research within the Organization. This position involves producing high-quality reports and offering specific recommendations to program Focal Points to enhance the implementation of project activities.

    Additionally, the incumbent contributes to project design and development and fosters relationships and networking with various stakeholders, including other NGOs and research institutions.


The Senior Monitoring and Evaluation (M&E) Coordinator (Kabul) will have responsibilities that include:

    Main Responsibilities and Tasks

    Planning and Monitoring (30%)

    ·      Review and understand all organizational policies, strategies, and project proposals.

    ·      Lead on raising awareness regarding the IRW MEAL framework and facilitating its implementation.

    ·      Oversee project M&E requirements for donor reporting.

    ·      Develop strategies for project activities, process monitoring and quality improvement.

    ·      Develop and maintain up to date project indicator tracking tool.

    ·      Develop and review/Implement M&E activity plan, M&E framework and LAF for different projects and programs.

    ·      Perform field visits and monitor the projects on a regular basis.

    ·      Contribute to develop M&E guidelines for various programs and IR-AFG country Office.

    ·      Contribute to develop an information management system for IR-AFG

    ·      Contribute to develop country strategic plan, and quarterly and annual projects and programs plans.

    ·      Develop different qualitative & quantitative tools and strategies for monitoring and evaluation of projects and programs.

     

    Reporting (25)%:

    ·      Lead M&E component reporting and contribute to prepare monthly, quarterly narrative and annual reports for IR-AFG Projects and programs.

    ·      Contribute to generate quality research, monitoring and evaluation reports and field visit reports and any others reports.

    ·      To disseminate reports and study findings with relevant stakeholder, countries’ management.

    Quality Improvement (10%):

    ·      Ensure up to date information follows in on track system.

    ·      Ensure Up to date JACAD system.

    ·      Take necessary continuous follow-up and improvement of IHSAN system.

    ·      Captured and archived organizational Learning for future use.

    Capacity Building (10%):

    ·      Organize and facilitate training and workshop on planning, monitoring, evaluation for staff capacity building.

    ·      Contribute to organize annual learning and sharing meeting of various project and program.

    ·      Contribute to organize dissemination workshop with management as well as other stakeholders.

    Coordination (10%):

    ·      Establish and maintain effective linkages with government, strategic networks and partners to ensure influence at local and national levels for different projects.

    ·      Represent IR-AFG to donors, government, UN agencies and other NGOs in relation to the projects, including participation in consultative meetings with other partners.

    ·      Ensure coordination and integration across various IR-AFG sectors and approaches in the working ears.

    ·      Any other duties assigned by the management.

    Research and Evaluation (10%):

    ·      Coordinate and manage to conduct baseline survey, need assessment, feasibility study, midterm and final evaluation and impact study for various projects and programs.

    ·      Provide technical support to various projects and programs on monitoring and evaluation, need assessment and managing research.

    ·      Coordination with different project focal points and program managers to collect monthly, quarterly and annual reports from each department.

     

    * Any other duties assigned by the line manager.

     

    Working Conditions:

    The position is based in the Kabul office with approximately 50% travel to the project working areas. Also work as a team member of senior MEAL management. Close contracts are required with cross department, other organizations working in similar field.


Job Requirment

    Education

    University Degree in international development, statistics, sociology, business management, economics or related field or demonstrated strong working experience in the field of M&E.

    Experience

    ·      At least 6+ years of demonstrated working experience in Monitoring, Evaluation, Accountability & Learning (at least 3-year MEAL team leading role).

    ·      Excellent report writing skill.

    ·      Experience with humanitarian and/or development programming.

    ·      Experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government.

    ·      Experience in designing tools and strategies for data collection, analysis and production of reports.

    ·      Strong learning background and demonstrated experience in digital and innovative learning approaches.

    ·      Strong knowledge of typical M&E activities (Logframes, quantitative and qualitative methodologies, sampling, quantitative and qualitative analytical approaches, etc.).

    ·      Strong knowledge of humanitarian and/or development M&E frameworks and standards (AHF, UN, DE BHA, SPHERE, INEE, etc.).

    ·      Experience in two, or more, of these programmatic areas:

    ·      Food security and Livelihoods

    ·      Cash Intervention

    ·      Health

    ·      Nutrition

    ·      WASH

    ·      Education

    ·      Protection

    ·      Disaster Risk Reduction

    IT Skills

    ·      Experience in designing tools and strategies for data collection, analysis and production of reports.

    ·      Proven ICT skills, especially in the development of MIS software using database software.

    ·      Expertise in analyzing data using statistical software.

    ·      Skill in one of these data management software is valued: PowerBI; ArcGIS, ActivityInfo, SPSS; NVivo; ATLAS.ti; R; KOBO;

    ·      Strong experience and expertise of the Microsoft Office 365 suite (MS Excel, MS Word, MS PowerPoint, Power Bi etc.,).

    Languages

    ·      Strong advanced and demonstrated working and professional knowledge (written and oral) of English is mandatory.
