The Norwegian Refugee Council (NRC) is a humanitarian, non-governmental organisation that protects the rights of people affected by displacement. Key responsibilities of Supervisor/Community Liaison - Shelter (Only Residents from Kabul City Can Apply):

Role Overview & Summary:

The Supervisor/Community Liaison - Shelter plays a dual operational role by managing day-to-day shelter program execution while serving as the primary institutional link between the project and target communities. The incumbent is responsible for maintaining a secure and well-structured project environment, establishing strong collaborative relations with program beneficiaries, community members, and local elders, ensuring transparent project communication, and addressing field-level operational concerns.

Main & Specific Responsibilities:

• Field Data Collection & Vulnerability Assessment: Conduct field-level vulnerability assessments and data collection for eligible households under temporary shelter and CFR interventions using standard observation and mobile survey tools.
• Verification & Interviewing: Interview registered vulnerable beneficiaries across assigned project areas to cross-check, verify, and validate data captured in registration forms or digital Kobo survey platforms.
• Data Handling & Reporting: Record, compile, and sort assessment findings accurately; submit all completed daily household verification forms, questionnaires, and assessment materials to the line supervisor.
• Technology & Asset Management: Operate smartphone-based data collection technology (Kobo Collect) for daily data entry, maintain accurate records, and take full institutional responsibility for assigned survey equipment.
• Ethical Standards & Protection: Maintain respondent anonymity, adhere to strict data privacy and security protocols, and establish a safe, safe, and trusting environment during field interviews.
• Communication & Operational Liaison: Report daily field challenges, data anomalies, and operational constraints to the line manager; participate in daily pre- and post-field briefing sessions for work direction and equipment accounting.

Job Requirment

Professional Competencies & Requirements:

• Education: Minimum of a University Degree in Civil Engineering.
• Work Experience: Minimum 2 years of professional experience in community mobilization and field assessments within humanitarian, emergency recovery, or NGO/INGO contexts, including complex environments.
• Technical & Digital Skills: Practical experience in field data collection, proficiency with mobile data tools (specifically Kobo Collect), basic computer literacy, and the ability to process technical field information.
• Communication & Languages: Professional fluency in local languages (Dari and Pashto) with working reading and writing capabilities in English; strong verbal communication and active facilitation skills.
• Personal Attributes: Strong attention to detail, proactive initiative, problem-solving mindset, capacity to conduct independent household visits, and willingness to work under minimal supervision.
