The Senior Finance Officer will have responsibilities that include:
Role Summary:
Terre des hommes (Tdh) is seeking an experienced and detail-oriented Senior Finance Officer to oversee financial risk management, donor compliance, budget monitoring, and financial reporting across country office projects. Acting under the direct supervision of the Finance Manager, the incumbent will provide senior technical support to field bases, manage partner financial capacity, ensure audit readiness, and maintain internal control standards in alignment with Tdh guidelines and donor requirements.
Key Responsibilities:
- Budget Steering & Donor Contract Management:
- Lead the financial monitoring and monthly update of the Financial Monitoring Tool (FMT) for donor and country budgets.
- Coordinate the preparation and revision of annual operational budgets, proposal budgets, and cost/no-cost contract extensions.
- Review and grant financial validation for Procurement Requests (PR) and Payment Authorizations (PAWR) to verify budget availability, donor eligibility, and correct analytical allocations.
- Conduct funding gap updates, budget scenario analyses, and expenditure forecasting for senior management.
- Partnership Financial Governance:
- Coordinate financial due diligence and capacity reviews for sub-recipients and local implementing partners.
- Review, verify, and validate partner financial reports, supporting documentation, and liquidation files prior to fund disbursements.
- Conduct field visits, spot-checks, and financial monitoring of partners, developing capacity-building plans to mitigate compliance risks.
- Field Base Technical Support & Cash-Flow Management:
- Monitor cash-flow requirements in coordination with field offices, HQ, and the Finance Manager to maintain financial liquidity.
- Support monthly accounting closings by verifying analytical allocations alongside the Senior Accountant.
- Provide technical coaching and capacity-building support to field-base finance focal points without direct line management duties.
- Compliance, Audit & Internal Controls:
- Facilitate external and internal audit preparations by providing compliance records, partner monitoring logs, and budget data.
- Monitor the implementation of audit recommendation action plans to prevent recurrent findings.
- Oversee tax and duty exemption procedures (including VAT), ensuring full compliance with statutory and organizational standards.
- Perform periodic internal control checks and contribute to the review of financial Standard Operating Procedures (SOPs).
Job Requirment
Education & Professional Certifications:
- Academic Background: Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or Management.
- Certifications: Professional credentials or advanced training in finance, auditing, grant management, or donor compliance will be considered a distinct advantage.
Work Experience:
- Minimum 6 years of progressive professional experience in financial management, budgeting, donor compliance, or auditing within an international non-governmental organization (INGO) or development agency.
- Must include at least 2 years in a senior, coordination, supervisory, or technical advisory capacity.
Required Skills & Competencies:
- Financial & Compliance Expertise: Deep operational knowledge of cash-flow planning, internal control frameworks, donor reporting standards, and partner financial capacity building.
- Analytical & Strategic Thinking: Proven capability to perform budget variance analysis, identify funding gaps, evaluate financial risks, and formulate actionable corrective measures.
- Capacity Building & Leadership: Strong aptitude for coaching and training field teams, non-finance managers, and partner staff on financial SOPs without direct administrative oversight.
- Audit & Legal Interpretation: Ability to analyze donor agreements, statutory regulations, and legal contracts, translating them into operational workflows and ensuring audit readiness.
- Communication & Coordination: Exceptional problem-solving, organizational, and interpersonal skills.
Language & Software Proficiency:
- Languages: Professional fluency in spoken and written English, Dari, and Pashto.
- IT Skills: Advanced proficiency in Microsoft Office (specifically Excel); hands-on experience with institutional accounting software (experience with SAGA is highly preferred).
