The International Organization for Migration (IOM), or as it was first known, the Provisional Intergovernmental Committee for the Movement of Migrants from Europe (PICMME), was born in 1951 out of the chaos and displacement of Western Europe following the Second World War. Mandated to help European governments to identify resettlement countries for the estimated 11 million people uprooted by the war, it arranged transport for nearly a million migrants during the 1950s. From its roots as an operational logistics agency, it has broadened its scope to become the leading international agency working with governments and civil society to advance the understanding of migration issues, encourage social and economic development through migration, and uphold the human dignity and well-being of migrants.

The Supply Chain Assistant will have responsibilities that include:

    Duties & Key Responsibilities:

    1. Requisition Validation: Receive and consolidate incoming Procurement Requisition Forms (PRFs), verifying complete documentation and strict compliance with the Purchase Authorization Matrix and internal operational guidelines.
    2. Tendering & Evaluation: Prepare competitive tender documents, solicit vendor bids and quotations, compile Bid Analysis Summaries, and share findings with requesting units.
    3. Contracting & PO Issuance: Finalize terms with selected suppliers upon approval, draft Purchase Orders (POs) or legal service contracts, and route them through necessary managerial authorizations.
    4. Order Tracking & Delivery Verification: Track open purchase requisitions to guarantee the timely delivery of goods and services, coordinating with receiving units to obtain signed delivery notes.
    5. Invoice Processing & Settlement: Review vendor invoices against contractual terms, assemble payment requests, and liaise with the Finance Unit for prompt supplier disbursements.
    6. Archiving & Reporting: Maintain up-to-date physical and digital archives across the procurement lifecycle according to IOM standards, extracting data to support periodic reporting.
    7. Market Assessments: Conduct routine market surveys to identify new vendors and evaluate their service quality, pricing competitiveness, and overall reliability.
    8. Contract Maintenance & Utilities: Monitor long-term service agreements for timely renewals, track office supply thresholds, and coordinate utility invoice processing with Finance.
    9. Internal Procedural Advisory: Provide technical clarification and guidance to office personnel regarding institutional procurement rules and SOPs.
    10. Asset & Warehouse Logistics: Execute supply chain tasks concerning inventory control, asset tracking, property insurance, facility upkeep, and storage operations.
    11. Fleet & Transport Coordination: Support driver schedules and vehicle movements, audit vehicle logbooks, and monitor fuel consumption and fleet maintenance records.
    12. On-Site Contractor Supervision: Oversee the operational activities of third-party contractors working within office premises.
    13. Event Logistical Support: Organize spatial, transport, and equipment arrangements required for official meetings, workshops, and training sessions.
    14. General Operational Support: Carry out additional relevant tasks assigned by the line supervisor.

Job Requirment

    Education & Certifications:

    • Academic Background: Bachelor’s degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field with at least 2 years of relevant professional experience; OR High School Diploma with a minimum of 4 years of relevant operational experience.
    • Certifications: Professional certification in Procurement, Logistics, or Supply Chain Management is considered a distinct advantage.

    Work Experience & Technical Skills:

    • Operational Experience: Proven track record in procurement, logistics management, vendor relations, and institutional asset tracking.
    • UN/INGO Expertise: Prior experience working within IOM or UN Procurement and Logistics Rules and Procedures, as well as international NGO experience, is highly desirable.
    • Technical & Soft Skills: Advanced computer literacy, report writing capabilities, strong negotiation skills, and the capacity to plan realistic resource requirements for organizational needs.

    Language Requirements:

    • English: Professional fluency (oral and written) is required.
    • Local Languages: Working knowledge/fluency in Pashto and Dari is required.
